Starryland expands Granville apartment project

Chinese company Starryland Australia is amending its application for an affordable housing development at Granville in western Sydney.

The 5,150 sq m site at 61 Cowper Street is located 220m from Granville Station, within Granville Town Precinct, an area designated for medium to high density development.

The original development plans for Starryland were approved in 2021, but the developer has gone back to the drawing board to add more apartments and increase the building’s height.

The new plans aim to increase the number of approved planning applications, allowing for the construction of a 25-storey mixed-use building.

In its planning application, Starryland stated that the amended application was consistent with the scheme awarded for design excellence.

It was planned to extend the building to 106.6 m and 32 floors, increasing the number of apartments by 119 to a total of 492 apartments.

An additional 38 parking spaces will bring the total number of buildings to 390, while a shared roof space is also proposed on the 20th floor.

The social housing component of the amended plans makes it a regionally significant development with an investment value of $39 million.

Starryland, the organisation behind the Parramatta Promenade, is confident the project will bring positive benefits to the precinct, which is split between Cumberland and Parramatta City Councils.

“This proposal, when combined with existing and planned future developments within the CBD, will help to ensure Granville Town Centre is a healthy, sustainable and resilient community with a dynamic mix of uses that will meet the needs of the future community,” the city’s planning report said.

The report also suggests that the project, which is to be built around 1km from Rosehill Gardens racecourse, fits into the concept of a true 30-minute city.

Granville continues to attract interest, with St Enid Holdings Pty Ltd – a subsidiary of private New South Wales developer Chi Tung Li – building a six-storey apartment block on Enid Avenue.

The developer submitted an application to the Cumberland City Council in 2023 seeking consent for the residential project, which will include 49 community rooms and underground parking.

The development is located in a high-density residential area, close to Granville and Clyde railway stations, as well as parks, a bowling alley and a swimming centre.
